SPECIAL MEETING MINUTES

NBFD Fire Station – 444 E. Chubbuck Road

August 30, 2023 @ 5:30pm

1. OPEN MEETING - Commissioner Shell opened the meeting at 5:33pm.

2. ROLL CALL - Commissioner Johnson, Commissioner Shell, Fire Chief Brian Curtis, and Nick Bosanko and Jake Butikofer from Morton Buildings.

3. ACTION ITEMS

   1. Approval of Agenda - The motion was made by Commissioner Shell and seconded by Commissioner Johnson to approve the agenda. The motion passed unanimously.

4. DISCUSSION ITEMS

   1. Discussion on Building

      1. Suggestion to halve the number of bathrooms and cut the kitchen in favor of a turnout room separate from the engine bays.

      2. Suggestion to cut in-floor heating.

      3. Suggestion to drop height from 20’ to 16’ walls.

      4. Suggestion to cut one, potentially two air handlers, and their respective heat pump(s).

      5. Suggestion to drop the length of the building from 80’ to 55’-60’.

      6. Suggestion to cut trench drain in favor of floor sink.

      7. Suggestion to change the term of the loan to extend the number of years.

      8. Suggestion to cut the air compressors.

      9. Mr. Bosanko will check what lighting options have been selected. 

      10. Will hear back from Morton Buildings when the plans go through the queue. Estimated timeline of four weeks.

      11. Possibility of working on the station through the winter, in which case winter conditions would apply, approximately $20-$30k.

5. EXECUTIVE SESSION

   1. The motion was made by Commissioner Johnson and seconded by Commissioner Shell to convene in executive session pursuant to Idaho Code §74-206 to consider personnel matters [Idaho Code §74-206(1)(a)]. The motion passed unanimously.

      1. Executive session opened at 6:21pm.

      2. Executive session adjourned at 6:35pm and the regular session resumed.

   2. The motion was made by Commissioner Johnson and seconded by Commissioner Shell to offer Marc Brood $4,000 and terminate his services as construction liaison. The motion passed unanimously.

6. ADJOURNMENT

   1. The motion was made by Commissioner Johnson and seconded by Commissioner Shell to adjourn the meeting. The motion passed unanimously.

   2. The meeting adjourned at 6:53pm.
