OPEN MEETING - Commissioner Shell opened the meeting at 5:31pm.
ROLL CALL - Commissioner Curtis, Commissioner Johnson, Commissioner Shell, Fire Chief Brian Curtis, Assistant Chief Timbana, Board Secretary Millar, Firefighter Tallerico joined around 5:35.

FIRE CHIEF’S REPORT
In the month of September we had 10 calls for service.
We have 30 volunteer members with 6 new recruits.
Received a mutual aid request from Chubbuck Fire Department this month for the first time. It went well and our volunteers exceeded expectations. We may need a mutual aid agreement with the Chubbuck Fire Department in the event that they call us for mutual aid in the future.
Several wildland fires throughout the month, saved several structures in the line of fire. Good turnout to calls.
A volunteer firefighter was transported via ambulance to the hospital from the Michaud Creek fire. They received a doctor’s release and are back in service. The firefighter is doing well now. Commissioners to be notified in the case of any future injuries.
EMS: Four to five of our volunteers were able to perform team dynamic CPR under Captain Curtis’ instruction during a CPR in progress call. Will conduct another CPR class soon to ensure that all of our volunteers have their certification.
Pole barn fire, fully involved structure, 2 ½ Mile Rd, source of the fire was electrical. Total loss due to heavy fire load. Able to protect surrounding structures. Had water supply communication issues with Fort Hall. Will do a better job at communicating and managing resources on mutual aid calls.
Still not getting a morning notice through iSpy. Androids have a lag after the iPhones using the same app. Potentially a dispatch, app, or phone issue.
Western States CAT ordering front bumper turret part for B-12. Has been broken for a long time due to the cost of repair.
Burn ban expired October 1st. Burn permits are working well online.
Firefighter Sluder has been deployed to the Fish Creek fire in Dubois, Wyoming. Chief is arranging a crew swap. The fire continues and they are in need of more support. We are still working with a temporary designator.
TRAINING REPORT
In September we conducted construction training with a heavy emphasis on pole barn fires, as well as truck and equipment training for the new recruits.
FIREFIGHTERS ASSOCIATION - Firefighter Tallerico reports that the drastic uptick in recruiting has bolstered morale. Appreciative of Chief and Captain Curtis for getting these new recruits. Any firefighter who is a law enforcement officer or National Guard member has been called for hurricane relief on the east coast and riot protection in Washington D.C. Deployment may last up to two months and may negatively impact department morale. Working to arrange the Christmas party with a focus on making it feel close-knit. Chief Curtis informed the association that they are welcome to use the same space for the party as last year. Would like to get a potluck/game night arranged to get the new firefighters better assimilated into the department within the next month, perhaps on a night after training.
DISCUSSION & ACTION ITEMS
Update and plan for 446 E Chubbuck Rd property: Renovation finished officially yesterday. Did a walkthrough. Input was gathered from firefighters on how to use the space. Assistant Chief Timbana would like the house staffed with two to three volunteers at a time on a rotating shift schedule, which would help prepare those who want to go into fire service as a career. A scheduling plan and house rules will be needed, and will be dynamic at first. Chief Timbana will put together a template or guide of how it will be carried out. We need beds, bedding, appliances, furniture, household necessities like dishes and cleaning supplies, pantry items. May partially furnish with things from the upper loft in the station.
Update on Station 2: Overhead doors were installed today, and overhead heaters are in. We are still awaiting gas connection.Tree work is done and the debris on the property still needs to be disposed of. Commissioner Johnson can take care of it next week. Still waiting on the engineer and surveyors before we’re able to move forward.
EXECUTIVE SESSION - The motion was made by Commissioner Curtis and seconded by Commissioner Johnson to convene in executive session pursuant to Idaho Code § 74-206 to consider personnel matters [Idaho Code §74-206(1)(a)]. The motion passed unanimously.
Executive session opened at 6:38pm.
Executive session adjourned at 6:53pm and the regular session resumed.
PUBLIC COMMENT - No one from the public was present.
NEW BUSINESS -
The potential of a cadet program was discussed. This was attempted by the Firefighter Association three years ago. With the large amount of public interest and applicants, it was not feasible for our volunteer department due to lack of personnel and resources. It would require heavy coordination between the Boy Scouts of America and the JROTC.

The motion was made by Commissioner Johnson and seconded by Commissioner Curtis to adjourn the meeting. The motion passed unanimously.
